Home Energy Bill Assistance Program

 
General Information
Description of ServiceProvides non-emergency financial assistance with utility bills to low-income individuals and families through the Home Energy Assistance Program (HEAP). The amount of assistance ranges from $217 to $361. The average waiting period for a check is 10 to 12 weeks. Client must continue to pay their energy bills since HEAP only covers current energy bills. Also provides assistance with propane bills when funds are available. Provides emergency financial assistance with utility bills to low-income individuals and families who have received a final shutoff notice (a 48-hour notice) or whose service has been cut off.

Clients can walk-in to the physical address listed to receive assistance only during the following workshop dates:

Saturday, November 10, 2018 from 8:00 am-12:00 pm

Be prepared to provide the following:

ID and Social Security card (applicant only)
Complete copy of your current SDG&E bill
Proof of income for all household members 18 and older for the last 30 days (paystubs, award letters, etc)
Household members without income must be present for walk-in appointment to sing an affidavit.
Proof of any assistance (food stamps, cash aid, etc.)

Only clients who are able to provide all required documents will be assisted, NO follow-up appointments will be issued.

Intake RequirementsPhone lines are open Monday and Wednesday from 8:00 am-11:30 am and 1:00 pm-3:30 pm. The phone lines will be busy, expect delays.

Clients may leave a message anytime. Call backs will be made in the order the call is received.

EligibilityAges 18 years and older. Must be a legal US resident and have a valid Social Security Number. May only receive assistance once every 12 months (payment must be cleared before client is eligible to re-apply), regardless of amount. Must provide income information for everyone in the household, and total gross income may not exceed poverty income guidelines.
