Low income Health Program

General Information
Description of Service: The Low Income Health Program (LIHP) is a San Diego County funded program that began July 1st of 2011 that funds medical care for uninsured adult county residents. LIHP helps uninsured adult county residents get medical care and limited mental health services. LIHP covers the cost of immediate and on-going medical care. Conditions like pregnancy and organ transplants are never covered. Other services may have limited coverage.

LIHP uses a network of community health centers along with hospitals, community physicians, and mental health providers throughout San Diego County to provide health care services.

Intake Procedure: LIHP applicants that reside in the Southeast Region, El Cajon and and Lemon Grove areas of San Diego can call 2-1-1 to inquire about applying over-the-phone with 2-1-1.

Walk-ins are accepted at all local Family Resource Centers. Visit http://www.sdcounty.ca.gov/hhsa/programs/ssp/documents/FRC_by_Zip.pdf to look up nearest FRC.

***THOSE APPLYING IN-PERSON AT A FRC WILL RECEIVE A LIHP ONLY APPLICATION TO SUBMIT***

Clients can apply online through Benefits Calwin at www.benefitscalwin.org where they will complete a Medi-Cal application..

***THOSE APPLYING FOR LIHP ONLINE MUST DO SO BY SUBMITTING A MEDI-CAL APPLICATION WHICH WILL BE FORWARDED TO THE LIHP PROGRAM***



Intake Requirements: Photo ID, proof of US citizenship or legal alien status, proof of residency (i.e. rental agreement), verification of income (i.e. pay stubs), and verification of property you own (i.e. bank statements).
Helpful Tips: The Low Income Health Program (LIHP) replaced the county program Coverage Initiative (CI) beginning 07/01/2011.

Driver's License: Required
Eligibility: Individuals may be eligible for LIHP if they meet the minimum eligibility criteria.
Currently not receiving Medi-Cal benefits
Are 19 through 64 years of age
Are a San Diego County resident
Are a US citizen or legal alien with 5 years residency (with some exceptions i.e. refugees)
Meet LIHP financial requirements of 0-133% of the Federal Poverty Level (FPL)
Household Size 133% FPL
as of 4/1/12

*There are no property limits for LIHP.

Individuals NOT eligible for the Low Income Health Program may be eligible for County Medical Services (CMS) and can still apply for this service as well.

Type of Fees: No Fees.
Fee Amounts: There are no cost sharing, monthly premiums or co-payments required in The Low Income Health Program.
